The rare Hoarfrost is a unique variant of the Ancient Nordic Pickaxe. These are the only pickaxe capable of mining the extremely rare Stalhrim ore veins.
Weapon Enchantment
When an enemy is stuck with Hoarfrost they take 15 points of Frost Damage, are Slowed (move at 50% speed) for 30 seconds and have a 26% chance to be paralysed for 5 seconds.
Hoarfrost's enchantment is unique to the weapon and cannot be disenchanted and placed on another weapon.

How to get Hoarfrost Guide
Where to find the Hoarfrost Location?
You can get the unique Ancient Nordic Pickaxe Hoarfrost on the Island of Solstheim west from the city of Raven Rock at the location Kolbjorn Barrow. Outside the location you will find Ralis Sedarys who will give you the extremely long, costly and time consuming quest Unearthed. Hoarfrost will be received as a reward from after completing the quest, alternatively you can simply pickpocket the unique pickaxe using the Misdirection Perk.
Note that it is possible to obtain two Hoarfrosts by making Ralis Sedarys your follower, taking Hoarfrost, and sacrificing him at the Shrine of Boethiah. Another copy of Hoarfrost will be found when looting his body.

Weapon Levels
Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.
The Hoarfrost is not a leveled weapon.
