Okin is a unique Nord Hero war axe with 12 base damage. Haman Forgefire forged it for Kvenel the Tongue, to be wielded beside the sword Eduj. Kvenel carries it in his tomb deep in Volunruud, and it is taken from his remains during Silenced Tongues.

Okin is carried by Kvenel the Tongue in his tomb deep in Volunruud. It is won by defeating him during Silenced Tongues.

Travel to Volunruud.
Read Heddic's Volunruud Notes.
Find the Ceremonial Sword and the Ceremonial Axe.
Use both to open the Elder's Cairn.
Defeat Kvenel the Tongue and take Okin.

Enchanted weapons require the Arcane Blacksmith Perk to upgrade.

Upgrades

Okin is improved at a grindstone with one Steel Ingot per improvement. The Steel Smithing perk doubles the improvement, so each quality tier needs less Smithing skill. An enchanted copy can only be improved with the Arcane Blacksmith perk.

Weapon Levels

Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.
