Bear Meat drops from the Bears of the Black Forest, and from the Viles that carry the same hide in undeath.
How to Get It
Hunt bears in the Black Forest. They hit hard and have plenty of health, so a bow and open ground to retreat across work better than standing behind a shield. A single bear drops several cuts, more if it is starred, and Viles drop Bear Meat alongside Rotten Meat. Raw, it is barely worth eating, so put it straight on a Cooking Station and take it off before it burns to coal.
