You cannot craft a Corked Vial at any station, however far your workbench is upgraded. It is shop stock, sold by the Bog Witch from her hut in the Swamp.
How to Get It
Her hut spawns during world generation somewhere in the Swamp, between three and eight kilometres from the centre of the map. A cauldron icon marks it on the map once you have been close enough to find it. She only takes coins, so bring plunder from burial chambers or Fuling villages rather than raw materials to trade. The vials only go on sale once the Elder is dead, which in practice means around your first trip into the Swamp. They do not drop anywhere in the world, so coins are the only way to get them.
