All Along the Watchtower is the epilogue of the ending known as The Star, reached after the raid with the Aldecaldos when V returns to the body at Mikoshi. Weeks later, V leaves Night City with Panam Palmer and the Aldecaldos, crossing the border through an old smugglers' tunnel. It is the ending where V finds a family.

Story

A Fresh Start

The journal is Johnny's goodbye. V has decided to leave the City of Dreams and start fresh. Johnny had a few fresh starts himself, and never regretted one. Neither will V. He sends his regards to the South. When V hears his voice on the radio, V should smile and not answer: it will be an old recording, a fading memory, and V will be someone else by then.

The Dam

Some weeks after the raid on Arasaka Tower, V wakes up in Panam's car at the Coronado Dam, looking out over Night City. The two talk about how far they have come since they met. V coughs up blood, a sign that V's condition is getting worse. The Aldecaldos plan to leave Night City for Arizona with the loot taken from the corporation. Panam goes back to her car and lets V take one last look at the city.

The Solar Arrays

On the drive to the solar arrays in Jackson Plains, Mitch joins them and teases Panam about the sandstorm coming in. At the meeting point, V talks to Cassidy Righter and Carol Emeka, and to Judy if V romanced her and called her from the roof. Mitch and Panam explain the plan. A famous Aldecaldo tunnel will get them past both Arasaka, who will search every checkpoint for the stolen tech, and the South California border patrol. Once through, they will collapse the tunnel behind them and meet the rest of the clan. Panam tells V that V will never be alone again.

The Border

The group charges across the Badlands into the sandstorm aboard the Basilisk, using it as cover from the border patrol's drones. Cassidy and Carol break off to draw the drones away. At the tunnel, V hands the controls to Panam, who rams through and out the other side. In the final scene, the Basilisk hovers over open water. V sits outside in the night air, looks at the bullet pendant from Misty, and lets it go.

Choose to live out whatever life V has left, and enter the well at Mikoshi.
Talk to Panam at the Coronado Dam and take a last look at the city.
Join Panam in the car and ride to the solar arrays.
Talk to Judy if she is there, and to the other nomads.
Discuss the plan with Mitch and Panam.
Get in the Basilisk and talk to Panam.
Follow the nomads across the Badlands.
Cross the border through the tunnel.

Choices

Judy only appears if V romanced her and called her from the roof in Nocturne Op55N1. Panam is with V whether or not a romance was started with her. The answers in the talks change only the dialogue.
