Mr. Blue Eyes is a mysterious man who seems to pull strings in Night City and beyond. Nobody knows his real name or who he works for. He appears in the Peralez story, watches from the shadows in Phantom Liberty and offers V one last job in one of the endings. The people of the city say he is always there, watching.
Biography
The Peralez Affair
While V looks into the strange events in the Peralez penthouse, a hidden group is found to be steering the lives of Jefferson and Elizabeth Peralez. Once V has peeled back enough layers, an unknown caller warns V that nothing will change, whatever V tells Jefferson, and that V should stop meddling. That caller is Mr. Blue Eyes.
Phantom Liberty
Mr. Blue Eyes can be seen at the NCX spaceport, looking out of a window over the building site while V sneaks through the terminal. Later, Songbird reveals that her flight to the Moon was arranged by an unknown go-between: a corpo everyman in an expensive, understated suit, with dark hair and blue eyes. He can also be spotted holding an umbrella on the platform as V and Songbird ride to the rocket.
The Last Job
In one ending, after V storms Arasaka Tower and becomes the most famous merc in Night City, Mr. Blue Eyes reveals that he watched the assault and that his people used the chaos to steal equipment and information. He hires V to steal a data cache from a casino on the Crystal Palace, the best known space station in orbit. He meets V in person at the Afterlife, and during the approach to the station he has its sensors switched off so V can sneak in.
Personality
Mr. Blue Eyes is calm, polite and in complete control. He speaks in hints and never gives anything away. He treats people as pieces in a game only he can see.
Relationships
Jefferson and Elizabeth Peralez are under the control of his group. Songbird dealt with him through a proxy. Viktor Vektor tries and fails to learn who he is.
Jobs
Mr. Blue Eyes is part of Dream On and Path of Glory.

Notes
Viktor finds nothing about him and concludes he is either too powerful to leave a trace or too shady, because Night City does not abide the nameless.
