On a Tight Leash is a Gun for Hire gig from Padre in Wellsprings, Heywood. A few weeks ago, a Valentino named José Luis shot a police officer dead, and then the investigation was dropped and the local officers told to back off. One of those officers wants José brought to justice. José hides in a bus depot on Benko Street, and Padre pays extra to find out who is protecting him.
Story
Friends in High Places
Padre explains in the journal. A few weeks ago, an officer was shot dead. It was the same old story: some Valentino kids got into a fight with the police, and the fatal bullet came from a ganger named José Luis. Then the investigation was dropped, and officers from the local precinct were told to back off. An interesting turn of events, Padre says. José must have friends in high places. One of the officers wants him brought to justice, and if V finds out who is protecting him, Padre will pay extra.
The Depot
Valentinos guard the bus depot, with a sniper on the roof of the main building. Inside, V finds two Militech vehicles, shelves of Militech uniforms and crates of Militech ammunition, which earn some sharp comments from Johnny. José waits on the second floor.
The Plan
If V reaches José unseen, V can overhear him talking with an unknown Arasaka agent. The plan is for José's people to attack an Arasaka facility dressed as Militech. When Padre hears it, he sees what it could mean: Arasaka scheming against Militech, and maybe another corporate war.
