The Ceremonial Axe is a quest item for Silenced Tongues, with 9 base damage and a weight of 14. It looks like an Ancient Nord War Axe and hangs in Volunruud. Together with the Ceremonial Sword, it opens the tomb of Kvenel the Tongue.

Ceremonial Axe map location:
The Ceremonial Axe hangs on a plaque behind a draugr boss's throne in Volunruud. It opens the Elder's Cairn together with the Ceremonial Sword during Silenced Tongues.
- Travel to Volunruud.
- Read Heddic's Volunruud Notes near the entrance to start Silenced Tongues.
- Take the northwest passage from the hub chamber.
- Fight through the draugr to the boss room and watch for the spike traps in the floor.
- Kill the boss draugr and take the axe from the plaque behind the throne.
- Bring both ceremonial weapons to the Elder's Cairn door in the northern passage.

Collect both weapons before using the door, as placing them one at a time can leave it stuck.
Smithing Guide
Enchanted weapons require the Arcane Blacksmith Perk to upgrade.
Upgrades
A Ceremonial Axe is improved at a grindstone with one Steel Ingot per improvement. The Steel Smithing perk doubles the improvement, so each quality tier needs less Smithing skill. An enchanted copy can only be improved with the Arcane Blacksmith perk.

Weapon Levels
Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.
Ceremonial Axe has the same damage at every character level.
