Weapon Levels
Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.
Ceremonial Sword has the same damage at every character level.

Quest Background
The Ceremonial Sword is a key in the shape of a blade. Volunruud is the tomb of Kvenel the Tongue, an ancient Nord chieftain. Just inside the entrance lies the skeleton of Heddic Volunnar, a Nord who came to explore the tomb and died there. His notes start the quest. "The two keys must be hidden somewhere nearby," he wrote, "ceremonial replicas of Okin and Eduj, favored weapons when Kvenel went into battle."
The Ceremonial Sword is the replica of Eduj, and the Ceremonial Axe is the replica of Okin. The axe hangs on a plaque above a throne at the end of one passage, guarded by a draugr boss. The sword waits at the end of another, and two draugr burst from the walls as it is taken. Both passages branch off the same central hub.
With both replicas in hand, the iron doors to the Elder's Cairn open. The two weapons are set into their places in the doors and leave the inventory for good. Kvenel's ghost waits on a throne inside, beside a draugr conjurer who summons a Frost Atronach.
Kvenel fights with the true Eduj and Okin, one in each hand, and both carry frost enchantments. Once his spirit is put to rest, Eduj and Okin can be taken from his remains. The real sword is a Nord Hero Sword with a frost enchantment, far stronger than its ceremonial copy. The Ceremonial Sword is only an Ancient Nord Sword, so the true pair is the real reward of Silenced Tongues.
