You cannot forge, smelt or loot Barrel Hoops. Haldor sells them at his camp in the Black Forest, and buying them with coins is the only way to get them.
How to Get It
First you have to find Haldor. His wagon sits in a Black Forest at least 1500 metres from the centre of the world, and a bag icon appears on the map once you get close enough. He sells hoops three at a time for 100 Coins, so the real work is farming the coins: loot them from Burial Chamber chests and troll caves, or earn them by selling him Amber and gemstones. Placing a Portal next to the camp saves the walk on every return trip, and the hoops can go through it.
