Lucius Rhyne was the mayor of Night City. Many saw him as the right man for his time and place, and others as the city's biggest crook. He led the defence of the city in the Unification War and became a symbol of its freedom. His sudden death on the night of the Konpeki heist turns the race for his office into a mystery that V helps uncover.
Biography
Early Life
Lucius grew up in Night City in the shadow of a war between the corporations. His father, who worked for Arasaka, died when a nuclear bomb destroyed Arasaka Tower, and his mother was later lost to a rogue AI while on a mission in the net. Despite the cost of caring for his mother's body, Lucius studied law at the city university. The ruin of his childhood gave him a lifelong drive to fight for his city.
The Politician
Lucius began as a community organiser in Watson, one of the few idealists in Night City, known for his rousing speeches. He led a strike across the district and later won a seat on the city council as a representative of Watson. During the Unification War, while the rest of the council argued, he led the defence of the city. Militech's tanks were driven back, and Night City stayed independent.
Years in power made Rhyne rich, and many say they dulled his ideals. Accusations that he took corporate money never stopped. By the time of the game, opinion on him is split between those who call him the city's saviour and those who call him its most crooked politician.
His Death
Rhyne is running for re-election against Councilman Jefferson Peralez and leads comfortably in the polls. On the day of the Konpeki heist, he and his deputy, Weldon Holt, meet Arasaka representatives at the hotel to discuss buying up cheap housing in Watson. Later that day a cyberpsycho tries to reach him, and Detective River Ward stops the attack in time. That night, Holt books him a private booth at an exclusive sex club. A braindance laced with a deadly virus kills him there, and his death is reported as heart failure.
