Talkin' 'bout a Revolution is the side job in which Judy Álvarez lays out her plan to free Clouds from the Tyger Claws. It follows Ex-Factor, with a call from Judy inviting V to her apartment for pizza and a secret meeting. The dolls Tom Caldera and Roxanne Sumner and the doll manager Maiko Maeda are there, and V learns how Judy means to turn the dolls into fighters.
Story
No Free Lunch
Johnny is suspicious. The journal says there is no such thing as a free lunch: if someone invites V to eat, someone will pay. Maybe the bad guys will finally answer for what they have done, but Johnny suspects that V is the one who will pay, and the bill is already on its way.
About a day after the meeting with Maiko at Clouds, Judy texts that she is still working on a plan. Later she calls: the plan is ready, and she invites V over in the evening to go through it with Tom, Roxanne and Maiko, whom she has won over. She even asks what V wants on the pizza.
The Meeting
At the apartment, Tom greets V and warns that the pizza is getting cold. Judy introduces Roxanne, one of the longest serving dolls at Clouds. V can talk to Maiko first, who asks what happened to Woodman, as he has not been to work for days.
Judy explains the plan. She has modified the behaviour chips the dolls use, adding a combat reflex system that gives them the skills of a solo. Tom already has one. The chip's impulses replace the user's own reflexes, and once it detects a threat, it switches on by itself. Judy has not found a way around that, and it would take months of testing she does not have. Roxanne points out the ethical problem: a doll could kill someone and not remember it. V can argue that being a solo takes years of experience, not just a set of moves.
V asks for a demonstration. Tom throws three kitchen knives into the wall in quick succession. When V asks for a sparring match, Tom grabs V's arm and throws V onto the couch. Judy promises that the chips will be switched off once Clouds is theirs.
Maiko's Idea
Judy's plan is to give the bosses an ultimatum once the dolls take Clouds: a cut of the profits in return for staying away. Maiko points out the flaw. The Tyger Claws will just send more guards. Instead, she says, they need to go after Hiromi Sato, the real owner of Clouds, and humiliate him in front of the other bosses of the gang.
The Night
If V agrees, the others leave, and V stays to talk with Judy about pay. As V stands up, the Relic fails, and Judy helps V back onto the couch. V can tell her about the Relic and what it is doing. Judy offers to let V stay the night to recover. In the morning, she has gone out, but left breakfast on the kitchen counter.

Choices
Joining the Plan
Agreeing to help keeps Judy's storyline going, towards Pisces and a possible romance. Pulling out disappoints Judy and Maiko and closes the storyline, though calling Judy afterwards to say V has changed V's mind can reopen it.

Telling Judy about the Relic and staying the night builds the bond between V and Judy.
