The Alchemist crafts it. Crafting the Laboratory completes the quest Scientific Instruments For A Laboratory for the Alchemist, after obtaining Scientific Instruments during the quest and crafting an Athanor. Additional Laboratories can be crafted at the Alchemist after the quest.
