The Tool Shelf holds racked chisels, tongs and files ready to hand. It is a late Workbench extension from the Crafting Stations section, built from Iron, Finewood and Obsidian. You craft nothing at it: hanging it beside a Workbench raises that bench another level, and that is what lets you take your best armour and tools all the way to full quality.

How to Build It

It costs 4 Iron, 10 Finewood and 4 Obsidian, a list that puts it well past the Swamp and up into the Mountains. It attaches to the bench rather than standing alone, so you can only build it beside an existing Workbench. Keep it inside the bench's short attachment reach, or it will never register as an upgrade. It hangs on a wooden frame like the rest of the workshop, so give it the same roof you gave the bench.
