Push It to the Limit is the Phantom Liberty side job that opens the vehicle contracts of Muamar "El Capitan" Reyes. Once V is tasked with finding Solomon Reed, cars marked with a blue steering wheel icon start to appear around Dogtown, Pacifica. Getting into one for the first time brings a call from El Capitan, who has been tracking that very car.
Story
The Usual Suspect
The journal sums it up: a random car, a random place, and the usual suspect for a fixer. Chances are it is exactly what it looks like. But it could be worse. At least El Clowno always pays.
The first car sits under guard by a group of mercs. Once V deals with them and gets in, El Capitan calls. He says he has been tracking the vehicle, and sends V coordinates to one of his garages in Arroyo, Santo Domingo.
The Run
After the Barghest checkpoint, hostile cars give chase and try to stop V, by killing V or blocking the road. V shakes them off or takes them out, then parks in the garage.
The Scheme
Outside the garage, El Capitan waits by a Mizutani Shion MZ2. He invites V to sit with him, and lays out a new scheme: taking cars off the street and delivering them to his garages. During the talk, an NCPD car pulls up, and Officer Ayden Daniels walks over. He is in on the scheme too. Once he leaves, El Capitan asks whether V wants in.
