| Name | Muamar Reyes |
El Capitan, whose real name is Muamar Reyes, is the fixer of Santo Domingo. Before that he was a corpo rat at a company nobody cares about. He soon learned that with the corporations it is always the same tune: either they ruin a man or he ruins them, and he preferred the second. He makes a fortune as the fixer for half the working people of Santo Domingo, but he also makes sure they can still pay their rent.
Biography
The Corpo
Muamar Reyes worked inside the corporate machine until he decided he would rather set the rules himself. He left and became a fixer. He says he earned his nickname by helping people until they gave him a title worth admiring. His reputation on the street suggests it may have more to do with how difficult he is to deal with.
Santo Domingo
El Capitan admires Santo Domingo for the stubbornness of its people. Corporations and gangs have both tried to take over the district, and neither has succeeded, because the people there are real and will not be fooled. He counts himself among them and aims to put power back in their hands at the expense of the corporations. He does not trust the news, which he sees as propaganda, but he will take clients from any side if their goals match his own.
David Martinez
El Capitan is one of the few who still keeps in touch with the survivors of David Martinez's crew of edgerunners. If V asks him about David, he passes word to Falco, who calls V to tell what happened to the crew and asks V not to dig further.
In Phantom Liberty, El Capitan runs a business stealing cars to order. V brings cars from Dogtown to his garage, and he explains the scheme while an old friend from his childhood, a police officer, looks on.

If V asks El Capitan about David Martinez, Falco leaves David's jacket at his garage as a parting gift.
After all his gigs are done, El Capitan thanks V and says he is stepping away from fixing to deal with personal matters.
