The Amber Ingot, called Refined Amber in game, is the smelted form of amber brought over from the Shivering Isles by the Saints and Seducers Creation. Two pieces of raw amber smelt into one ingot. It builds a light armour set that outperforms Dragonscale and a weapon line on par with Dragonbone at lower weight.
Acquisition
Raw amber sits inside hollowed stumps in the Root Tunnels beneath the Solitude Sewers, and Khajiit caravan traders begin stocking it once Ri'saad hands over his note on new wares. It cannot be mined from a vein, so the supply is a matter of shopping and searching rather than swinging a pickaxe.
The ingot itself is never sold. Only the raw material changes hands, which means every ingot in your inventory passed through a smelter first.
Requirements
Reading the Note on Amber and Madness Ore starts a miscellaneous quest that ends with Evethra's Journal, and the journal is what unlocks the recipes. On top of that you need Glass Smithing, the third perk on the light side of the Smithing tree, so 70 Smithing in practice with Advanced Armors already taken.
Amber weapons are level 27 items. Alongside the ingot they take Refined Moonstone and Leather Strips, and Firewood for arrows.
