Refined Moonstone is a smithing material in Skyrim, made at a smelter. Two Moonstone Ore smelt into one bar of refined moonstone.
Uses
Every piece of Elven equipment, plus Chitin gear once the Dragonborn add-on is installed.
Tempering consumes one ingot per item improved, so keeping a stock matters as much as having enough to forge with in the first place. Smelting grants no Smithing experience; only forging and tempering do.

Without the perk the material still tempers, at half rate.
