No mountain crossing, no Fenris Hair. The bundles hang in cave lairs that sit behind frost resistance and a long, cold climb, and the armour they make is for players who would rather dodge than take the hit. You find it in Frost Caves in the Mountain.
How to Get It
Like the claws, you take the hair instead of looting it off a corpse. It hangs on the walls and lies across the altar pillars in the cultist lairs of frost caves. Find a cave mouth on a Mountain slope and arrive warm, with frost resistance mead or wolf armour, and expect cultists and ulvs between you and the altar rooms. Blue ice blocks the deeper passages, so bring a pickaxe to open them quickly. You need no particular axe tier here, only the gear to survive the biome.
