Charter Hill is the corporate housing district of Westbrook, built from scratch during the rebuilding of the city. It is home to mid level corporate workers who spend the day in an office and the night in Japantown. Lele Park and Gold Niwaki Plaza lie within it.
History
Charter Hill was popular with the wealthy until North Oak took its place as the address everyone wanted. It remains a well maintained neighbourhood of high rise apartment towers.

Life in Charter Hill
Most residents are aspiring corporate staff who dream of becoming a chief executive and moving to North Oak. Those who do not dress in corporate style are usually artists, musicians or well paid freelancers.
The Kiroshi campus is here, and the Peralez family live in a penthouse in the district during the Dream On storyline.
Charter Hill is known as a comfortable and fairly safe neighbourhood for those who can afford it. Its freelancers earn enough to avoid renting a tiny room in Little China or Wellsprings.
Gangs
The Tyger Claws and 6th Street both have a presence here, along with the Scavengers.
