Keening is a unique Dwemer dagger with 8 base damage. Lord Kagrenac made it as one of the three tools built to tap the Heart of Lorkhan. Arniel Gane has it brought to Skyrim during Arniel's Endeavor, and it is recovered late in that quest.
Weapon Enchantment
Keening's Sting takes 10 points each of Health, Magicka and Stamina from the target on a hit. The enchantment holds so little charge that it is spent almost at once. Fortify Destruction gear that cuts the cost by 100% in total keeps it working. Before the quest is done, a Mortal Wound effect lowers maximum Health by 5 while it is equipped.
Every weapon enchantment is listed under Enchantment Effects.

Weapon Levels
Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.
Keening is not a leveled weapon.
