Copies appear in random loot from level 36, with enchanted ones from level 37. Blacksmiths sell it.

Gameplay Tips

Temper it at a workbench with one Refined Malachite. The Glass Smithing perk doubles the improvement.
Dragonscale Armor gives 41 armor but weighs 10 against 7.
Wearing all four Glass pieces together earns the extra 25% armor of the Matching Set perk.
