Pairs turn up very rarely in high-level loot. The Dragon Armor perk lets any forge make them.
Gameplay Tips
- Temper them at a workbench with one Dragon Scales. The Dragon Armor perk doubles the improvement.
- Wearing all four Dragonscale pieces together earns the extra 25% armor of the Matching Set perk.
