Scale Hide drops from the Hares that bolt through the fog of the Mistlands. It is a pelt of tiny glittering plates rather than fur, and almost everything you wear in that biome is built on it.
How to Get It
Hares are passive and very common across the Mistlands, so the hard part is hitting one before it bolts, and a bow saves you a lot of chasing. The biome is the real gate rather than any tool tier: you want a wisplight to see through the mist and armour that survives a Seeker. Starred Hares drop several times as much hide as a plain one. Avoid killing a Hare over water, because the hide sinks with it.
