The Rising Fighter is part of the Rising Fighter Armor Set. Its a level 8 shield that can be crafted by the Blacksmith very early on in Enshrouded.
Even a simple shield such as this can save your life when you get surrounded, or surprised

How to get the Rising Fighter Shield
To get the Rising Fighter Shield and Rising Fighter Armor Set you must do the following series of quests:
- Unlock the Blacksmith during the Find the Sleeping Survivor quest.
- Use the Blacksmith to craft a Charcoal Kiln. Burn Wood and Dirt to create Charcoal.
- Use the Blacksmith to craft a Forge. Burn Metal Scraps and Charcoal in the Forge to create Metal Sheets. Once you pick up the metal sheets you will unlock the ability to craft the armor set.
- Talk to the Blacksmith to craft the Rising Fighter Shield from the shield section of his crafting menu.
