Lore
The in-game description calls it a copy of the original from the days when Johnny still had a body. The jacket is a reproduction of the one Johnny wore in his Samurai days. Johnny was the frontman of Samurai, a band with an anti-corporate message. He died in the attack on Arasaka Tower, and his mind now lives as an engram on the Relic in V's head.
Rogue is the one who gives it. She knew Johnny in the old days, and she holds much of his past. In Chippin' In she agrees to help hunt Adam Smasher, the man who shot Johnny at Arasaka Tower. Before the two of them drive to the Ebunike, she gives V the jacket from the trunk of her car.
