The Golden Warhammer is a Golden Saint warhammer from the Saints & Seducers Creation, with 24 base damage. Saints Bandits carry it in their camps, several of which appear in the quest Balance of Power. It can also be forged after reading Joften's Notes.

Golden Warhammer Location
Saints Bandits carry Golden weapons in their camps. After Joften's Notes are read, the weapon can also be forged.

Upgrades
A Golden Warhammer is improved at a grindstone with one Gold Ingot per improvement. The Daedric Smithing perk doubles the improvement, so each quality tier needs less Smithing skill. An enchanted copy can only be improved with the Arcane Blacksmith perk.

Weapon Levels
Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.
