One of the strongest War Axes in Skyrim to Enchant with Frost Enchantments is the Stalhrim War Axe. Its a one-handed weapon that was originally added by the Dragonborn DLC.
Weapon Enchantment
This weapon can be enchanted with any effect for this weapon category, but frost damage enchantments are 25% stronger when placed on stalhrim weapons, this includes Chaos Damage.

How to Get the Stalhrim Weapons
Where to find the Stalhrim War Axe Location?
- Once you reach level 35 Unenchanted Stalhrim War Axe will begin to appear throughout Skyrim and enchanted Axes can be found at level 36. They will appear within random loot chests, for sale at the various merchants or be wielded by enemies. Baldor Iron-Shaper in the Skaal Village on the island of Solstheim will sell the Stalhrim War Axe.
- Before you can craft Stalhrim War Axe you must complete the quest A New Source of Stalhrim: You can start this quest by talking to Deor Woodcutter in the Skaal Village on Solstheim (see video above). A Stalhrim War Axes requires a Smithing level of 80 and the Ebony Smithing perk to craft.

Weapon Levels
Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.
The Stalhrim War Axe is not a leveled weapon.
