The Drainheart Sword is one of 4 unique Ghost Weapons in The Elder Scrolls V Skyrim. These weapons have a spectral appearance unlike any other weapon in the game. It makes for an excellent display weapon.
Weapon Enchantment
The Drainheart Sword drains 15 points of stamina with each hit, the stamina regeneration is useful for blocking and power attacks but beyond that it does not serve a useful purpose compared to other enchantments. The weapon can be used 25 times before it needs to be recharged.

Where to find Drainheart Sword Location?
To get the Drainheart Sword you must go to the location of Labyrinthian, which is only unlocked during the mage guild quest 'The Staff of Magnus'. During this quest you can obtain the 3 Ghost weapons: Drainblood Battleaxe, Drainspell Bow and Drainheart Sword by killing the Draugr guardians of Labyrinthian.
Smithing Guide
Enchanted weapons require the Arcane Blacksmith Perk to upgrade.
The Drainheart sword cannot be improved. I suppose its difficult to grind a ghostly weapon.

Weapon Levels
Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.
The Drainheart Sword is not a leveled weapon.
