The best Duel Wield weapons in The Elder Scrolls V Skyrim is Soulrender and Bloodscythe. These are two curved swords with extremely powerful enchantments that reduce enemies armor rating and magical defences with each hit. You can get Bloodscythe and Soulrender in the same location in Skyrim. They are both unique swords one-handed weapons.
Weapon Enchantment
Soulrender will absorb 15 points of health and dispel the enemies spell enchantments with each hit. Soulrender enchantment will only work if it's being dual wielded with its twin sword Bloodscythe's. Soulrenders encahntment can be used 45 times before it needs to be recharged. Both swords lose charges separately from one another.
Normally you can get unlimited enchantment charges by wearing a combination of armor and jewellery with the enchantment effect "Fortify Destruction" 100%, however Soulrender will still lose charges while Bloodscythe won't.

How to Get Soulrender Guide
Where to find Soulrender Location?
You can get Soulrender during the quest Deathbrand. You can start this quest by reading the Book Deathbrand. The Deathbrand book can be found in several locations on the island of Solstheim in Raven Rock. You can find a copy on the book in the The Retching Netch on a bookshelf in a room on the lower floor.
Once you have started the quest Deathbrand you can obtain the unique weapon by defeating boss Haknir Death-Brand in the location Gyldenhul Barrow, who can be found at the end of the quest Deathbrand. Note that to gain Entrance to the Nordic tomb you will need an ancient Nordic pickaxe to mine through the stalhrim that seals the entrance.
Note that during the quest you can also get a full set of Deathbrand Armor, this is the best armor set in Skyrim if you are not using the enchanting skill to craft your own (See video guide above).
Smithing Guide

Weapon Levels
Some weapons in Skyrim are Levelled. The power of a levelled weapon is based on your charcters level when you get them. Some get stronger in both physical and magical aspects, while others only improve their enchantments. These items don't get better as your character levels up.
The Soulrender is not a leveled weapon.
