Copies appear in random loot from level 12, with enchanted ones from level 13. Blacksmiths sell it.

Gameplay Tips

Temper it at a workbench with one Refined Moonstone. The Elven Smithing perk doubles the improvement.
It weighs 4 against 6 for Leather Armor and Scaled Armor.
Elven Gilded Armor uses the same perk and gives 35 armor at the same weight.
Wearing all four Elven pieces together earns the extra 25% armor of the Matching Set perk.
