Moder's tears go into the Artisan Table, the workshop bench that unlocks the middle tier of a base. The Windmill, Spinning Wheel and Blast Furnace all need one standing in range before the Hammer will place them. You find it in the Crafting Stations part of the build menu. It costs almost nothing in timber, since the cost that matters is the two Dragon Tears that Moder leaves behind.
How to Build It
You place it with two Dragon Tears and 10x Wood, with a Workbench in range. After that it stands on its own and works without any other station. Like every crafting station, it needs a roof and walls around it before it lets you craft. The frame is plain wood, so a table left out in the open will rot in the rain.
