Kill storm atronachs to collect the salts. Proudspire Manor, Honeyside and Hjerim each hold some in their alchemy labs. Alchemists sell them as well.

Make Void Salts at the Atronach Forge from an Amethyst, a Salt Pile and a Soul Gem.

Smiths need Void Salts to improve the Nightingale armor at a workbench.
The forge at Fort Dawnguard uses them to craft exploding bolts of shock.
Captain Wayfinder in Dawnstar asks for a named sample, Fine-Cut Void Salts, in the quest Salty Sea-Dogs.
