The dragon cultists in Forelhost wear full sets during the quest Siege on the Dragon Cult. Only the Skyforge in Whiterun can make them, and only after the Companions questline ends with Glory of the Dead.

Gameplay Tips

Temper them at a workbench with one Iron Ingot. The Daedric Smithing perk doubles the improvement.
Forge them at the Skyforge from 4 Steel Ingots, 2 Iron Ingots, 2 Leather and 3 Leather Strips.
