The Guild Master's Boots are unique light armor boots made for the Guild Master of the Thieves Guild. They have a base armor rating of 11 and make pickpocketing 35% more successful. Tonilia hands over the set in the Ragged Flagon as the reward for Under New Management, after the Thieves Guild is restored.

Guild Master's Boots map location:

Tonilia hands over the Guild Master's Boots in the Ragged Flagon once the Thieves Guild is restored. They are the reward for Under New Management in the Thieves Guild questline.

Finish the main Thieves Guild questline.
Complete five small jobs in each of Whiterun, Markarth, Windhelm and Solitude.
Finish the special job Delvin Mallory offers for each city.
Attend the ceremony in the Ragged Flagon.
Take the Guild Master's Boots from Tonilia.

Gameplay Tips

Temper them at a workbench with one Leather. The Arcane Blacksmith perk is needed.
Their pickpocket bonus of 35% beats the 15%, or 25% when improved, of the regular Thieves Guild Boots.

Smithing Guide

Enchanted weapons require the Arcane Blacksmith Perk to upgrade.
