Pieces turn up in random loot, and any forge can make them from Leather and Leather Strips. A full enchanted set can be recovered in Double-Edged, a quest that starts with Zaharia's Note at Cliffside Retreat.

They give 8 armor against 7 for Leather Bracers, from the same materials.
Wearing all four Leather Scout pieces together earns the extra 25% armor of the Matching Set perk.
