Hrolfdir's Shield is guarded by a hagraven in a lair picked at random. Jarl Igmund asks for it in Understone Keep, Markarth.

Travel to Understone Keep in Markarth.
Ask Jarl Igmund for work and accept the search for his father's shield.
Travel to the hagraven lair marked on the map.
Clear the lair and take Hrolfdir's Shield.
Return the shield to Igmund.

Upgrades

Hrolfdir's Shield is improved at a workbench with one Steel Ingot per improvement. The Steel Smithing perk doubles the improvement, so each quality tier needs less Smithing skill. An enchanted copy can only be improved with the Arcane Blacksmith perk.
