Temper it at a workbench with one Quicksilver Ingot. The Daedric Smithing perk doubles the improvement.
Forge it with the Daedric Smithing perk from 2 Ebony Ingots, 3 Quicksilver Ingots, 1 Daedra Heart and one set of Leather Strips, after reading Joften's Notes.
Its 23 armor beats the 21 of the Elven Shield at the same weight of 4.
