Blacksmiths and general goods merchants sell it from level 32, and enchanted copies appear from level 33. Chests and other random loot hold copies. High-level draugr carry Ebony shields and drop them when killed.

Gameplay Tips

Temper it at a workbench with one Ebony Ingot. The Ebony Smithing perk doubles the improvement.
Forge it with the Ebony Smithing perk from 4 Ebony Ingots and one set of Leather Strips.
Its 32 armor beats the 30 of the Orcish Shield.
