Blacksmiths and general goods merchants sell them, and chests and other random loot hold pairs. Enchanted pairs appear from level 33.

Gameplay Tips

Temper them at a workbench with one Ebony Ingot. The Ebony Smithing perk doubles the improvement.
Forge them with the Ebony Smithing perk from 2 Ebony Ingots and 2 Leather Strips.
Four Ebony pieces count as a matched set for the Matching Set perk, which adds 25% armor.
