Blacksmiths and general goods merchants sell them from level 32, and enchanted copies appear from level 33. Chests and other random loot hold copies. At the Orc stronghold of Narzulbur, a pair sits outside a hut, to the left of its door.

Gameplay Tips

Temper them at a workbench with one Ebony Ingot. The Ebony Smithing perk doubles the improvement.
Forge them with the Ebony Smithing perk from 3 Ebony Ingots and 2 Leather Strips.
Four Ebony pieces count as a matched set for the Matching Set perk, which adds 25% armor.
