Blacksmiths and general goods merchants sell them from level 25, and enchanted copies appear from level 26. Chests and other random loot hold copies. At Largashbur, a pair sits on the makeshift altar to Malacath, but taking it counts as theft.

Gameplay Tips

Temper them at a workbench with one Orichalcum Ingot. The Orcish Smithing perk doubles the improvement.
Forge them with the Orcish Smithing perk from 3 Orichalcum Ingots, 1 Iron Ingot and 2 Leather Strips.
Four Orcish pieces count as a matched set for the Matching Set perk, which adds 25% armor.
