Blacksmiths and general goods merchants sell them from level 18, and enchanted copies appear from level 19. Chests and other random loot hold copies, and high-level bandit chiefs wear them. Uthgerd the Unbroken wears a pair in Whiterun.

Gameplay Tips

Temper them at a workbench with one Corundum Ingot. The Advanced Armors perk doubles the improvement.
Forge them with the Advanced Armors perk from 2 Steel Ingots, 1 Iron Ingot, 1 Corundum Ingot and 2 Leather Strips.
Four Steel Plate pieces count as a matched set for the Matching Set perk, which adds 25% armor.
