The Helm of Winterhold lies in a dungeon picked at random when Jarl Korir asks for it. Korir gives the task in Winterhold.

Travel to the Jarl's Longhouse in Winterhold.
Ask Jarl Korir for work and accept the search for the helm.
Travel to the dungeon marked on the map.
Clear the dungeon and take the Helm of Winterhold.
Return the helm to Korir.
