Sparky is an Iconic SPT32 Grad that a Scav crew modded and then lost to V in Dogtown. It is a Power sniper rifle. Every headshot releases electric bolts that jump to enemies standing near the target. Each shot also has a chance to Shock. A precise long-range rifle can therefore hurt a whole group with a single good shot. It is free for the taking in Phantom Liberty, as long as V can clear the Scavs and their drone first. Sparky is a Phantom Liberty find in Dogtown. It is inside the building held by the Scavs during an Increased Criminal Activity near Terra Cognita.
Combat
Sparky is a sniper rifle, built for slow, careful shots from far away. Sniper rifles are slow to fire and reload, but each shot hits hard. A clean headshot is the goal of every shot.
The Iconic effect rewards those headshots twice. A headshot deals its normal heavy damage. Electric bolts then jump to enemies close to the target. Those bolts deal Electrical damage. The rifle's Shock chance can make them take more damage over time. A single headshot on one guard can hurt the whole group standing near it.
Only headshots trigger the bolts, so missed or rushed shots waste the effect. Sparky is at its best when V can take time to aim, from a rooftop or a ledge, against enemies standing close together. A slow sniper rifle is a poor choice in a chaotic close fight, so it works well alongside a fast sidearm.

Character Builds
Sniper rifles use the Cool tree. Focus adds headshot damage and unlocks Focus mode when V aims at full Stamina. Deep Breath slows time while Focus is active. Deadeye adds more headshot damage. Long Shot keeps full damage at any range while Deadeye is active. Nerves Of Tungsten-Steel guarantees crits on headshots and adds damage over distance. It works well with a rifle whose whole Iconic effect depends on headshots. High Noon speeds up the next reload after a headshot kill. California Reaper restores Stamina for the same kind of kill.
For cyberware, Visual Cortex Support adds crit chance the farther V is from the target. Kiroshi Cockatrice Optics raise crit chance for every shot. The Militech Apogee Sandevistan slows time and adds headshot damage. The slowed time helps V land several headshots in a row.
Select a Build
The build keeps its distance and picks enemies off one by one with headshots. The Sandevistan goes on before shooting an Elite, so several headshots land if the first one is not enough. A pistol or shotgun stays on hand for enemies that flank the sniping spot.

Lore
Terra Cognita was meant to be a technology theme park in Pacifica. The money ran out and the park was abandoned. Once the area became Dogtown, Scav gangs moved into its buildings. One of those buildings hosts an Increased Criminal Activity marked on the map.
The Scavs here have more than guns. They guard their loot with a large Arasaka drone, and the key to their cache is held by that machine. Inside the gated cache waits the rifle they have been working on. Its in-game text calls it an incredibly precise sniper rifle, and adds that Scavs are meticulous like that. Its Iconic text says the Scavs modded the rifle so that its rounds emit electric bolts on each headshot.
