The Universal Booster makes every Health Item do more than heal. Each time V uses one, V also gains armor and pays less Stamina for a few seconds. That turns a quick heal in the middle of a fight into a short defensive and offensive boost. It suits a melee or close-range build that heals often and burns through Stamina. A Technical Ability character also gains armor from it for each attribute point. The Universal Booster is a mid game implant that every ripperdoc in Night City and Dogtown sells from level 20.
Effect
The Universal Booster triggers whenever V uses a Health Item. For 5 seconds after that, V gains extra armor. All Stamina costs also drop for the same 5 seconds. At Tier 3 the bonuses are 5% armor and 15% lower Stamina costs. Higher tiers raise both.
Lower Stamina costs matter most for melee fighters. Blade swings, Blunt attacks, dodges and Dashes all cost Stamina. A V who heals mid-fight can keep attacking and dodging longer during the boost.
The extra armor softens the hits that come right after a heal. That is often the moment when V is still in danger.
The Universal Booster is attuned to Technical Ability. Each point of Technical Ability adds a little armor. The implant also adds a large block of armor of its own. Its stat bonuses add Health Item Effect and, from Tier 2, Health Item Recharge Speed.

Upgrades
Ripperdocs sell the Universal Booster at Tier 3 from level 20, Tier 4 from level 30 and Tier 5 from level 40. An installed copy can be raised a tier at a ripperdoc with the matching item components. Each tier raises the armor bonus, the Stamina cost cut and the armor block. The Driver Update perk adds one more stat bonus. The Chipware Connoisseur perk offers a choice of bonuses when V upgrades the implant. V gains Cyberware Capacity with each level and from Cyberware Capacity Shards. The Edgerunner perk lets V go over the limit at the cost of some max Health.
The table shows what each tier step of Universal Booster costs at a ripperdoc.

Character Builds
The Universal Booster works best with perks that make Health Items stronger or more frequent. In Technical Ability, Health Freak adds a Health Item charge and speeds up recharge. Field Medic makes Health Items faster to use in combat. Glutton For War refills a small part of a Health Item after each kill. First Aid speeds up the recharge when V has used only one charge. Transfusion makes the final charge heal more.
Body perks also react to Health Items. Dorph-Head gives full Mitigation Chance for a moment after a Health Item. Adrenaline Rush grants Adrenaline, an extra layer of Health, when V uses one. Pain To Gain refills Health Items after kills while Adrenaline Rush is active.
The Universal Booster takes a Skeleton slot. License To Chrome adds a second Skeleton slot and boosts all Skeleton implants. All Things Cyber lowers the capacity cost of Skeleton implants.
