The Blacksmith forges it in a sheltered spot. The recipe needs Celestium Bars, an Archaic Infusion, a Gold Bar, Blue Fabric and an Archaic Core. The recipe unlocks once the Flame reaches level 9. Looted copies also turn up in any rarity from Common to Legendary.
