Quantum Tuner

The Quantum Tuner is Songbird's parting gift to V, and it is built to bring other implants back sooner. When another implant is fully used, the Tuner wipes away most or all of that implant's cooldown at once. A Sandevistan or a Berserk can then fire again in the same fight. Besides that, every other implant recharges faster all the time. It suits any build that relies on an operating system or other active cyberware, and it rewards V for helping Songbird escape. The Quantum Tuner is a Phantom Liberty reward, found in a cache in Dogtown during the job From Her to Eternity after the King of Wands ending.
Effect
The Quantum Tuner has two effects. The first is an active refund. Whenever another implant is fully used, the Tuner restores its cooldown at once. At Tier 5 it can refund up to 30 seconds of cooldown. At Tier 5+ the cap is 40 seconds, and at Tier 5++ it is 50 seconds.
After the refund, the Tuner has its own 60 second cooldown. That cooldown only counts down outside of combat. In practice, the refund works once per fight and is ready again for the next one.
The second effect is passive. Every other implant gets a shorter cooldown at all times. The cut is 10% at Tier 5, 12% at Tier 5+ and 15% at Tier 5++.
The refund makes the most difference on implants with long cooldowns. A Sandevistan or a Berserk can be used, refunded and used again inside one fight. The same refund works for Optical Camo, the Projectile Launch System and other active cyberware.
The Tuner has a very high capacity cost. Fitting it usually means giving up something else, or raising capacity with shards and perks.

Upgrades
The Quantum Tuner comes at Tier 5, Tier 5+ and Tier 5++. The cache holds a Tier 5 copy up to level 46 and a Tier 5+ copy from level 47. Each tier raises the cooldown refund cap and the passive cooldown cut. A ripperdoc can upgrade the installed Tuner with item components. V gains Cyberware Capacity with each level and from Cyberware Capacity Shards. The Edgerunner perk lets V go over the limit at the cost of some max Health.
The table shows what each tier step of Quantum Tuner costs at a ripperdoc.
| Upgrade | Components | Requirement |
|---|---|---|
| Tier 5 to Tier 5+ | 50 Tier 5 components | - |
| Tier 5+ to Tier 5++ | 125 Tier 5 components | Phantom Liberty |
Character Builds
The Quantum Tuner fits any build with an operating system that has a cooldown. A Sandevistan user gets a second slow-time window per fight. A Berserk user gets a second burst of damage and toughness. The Ticking Time Bomb perk in Technical Ability releases an EMP each time an operating system activates, so a second activation means a second EMP.
Technical Ability perks that touch cooldowns and duration stack well with the Tuner. Cyborg cuts all cyberware cooldowns by 15% when every slot is filled. Extended Warranty adds 15% duration to all cyberware effects. Renaissance Punk adds capacity for each attribute at 9 or higher, which helps pay the Tuner's high cost.
The Newton Module, another Frontal Cortex implant, shaves cooldowns after every kill. Together the two implants keep active cyberware cycling through a long fight.

Lore
The Quantum Tuner is an Iconic Frontal Cortex implant. Its in-game line is short and cocky: restraint is for losers.
The Tuner only exists on one path through Phantom Liberty. V has to side with Songbird and help her get away to the Moon. Some time after she leaves Night City, Songbird reaches out to V with a message. She points V to a place in Dogtown where she used to watch the city and think of home. A small container waits there. Inside lie the Quantum Tuner and a metal pin. The pin is a quest keepsake.
Notes
- The Quantum Tuner is only available on the King of Wands ending, where Songbird escapes Night City.
- The metal pin found next to it is a quest item.
